Minutes of the 'virtual' Annual General Meeting of May 2020
Mass meetings not being allowed under the Covid 19 rules currently in force.

1. Chairman’s Report
Received from Mike Walker:-
It is a disappointment to me that we are not able to come together for our AGM this year; more so since it is my last year as your chairman. However, it is very important that we observe the current government rules, and maintain social distancing.

Both I and my fellow officers have acted swiftly to do our best to ensure the health of all our members in these very difficult times. It is of course sad that we were unable to complete the league matches this season, but feel sure that our prompt action to curtail all bowls activities was both prudent and necessary.

When we are able to return to enjoying our sport, hopefully in the not too distant future, you will all be in the able hands of both a new and some regular team of officers. I take this opportunity to wish them every success in the years to come and trust they will continue to receive your full support.

I know from our treasurer’s report that I leave office knowing that our association is in a very strong financial state, and ready to face the challenges of the future.

I have very much enjoyed working with my fellow officers and am very grateful for all their hard work and the support they have given me in my term of office, plus of course the support I have received from you all.

2. Treasurer’s Report
Received from Sandra Lee-Dell:-
The account for the year ending 5 May 2020 shows the income for the year was £12657.02 (£9,574.77), whilst expenditure was £10782.21 (£9,212.55) giving an operating profit of £1875.81 (£362.22) with a balance of £6745.15 (£4,869.34).

A formal audit has yet to be conducted.

3. County Captain’s Report
Received from George Savage:-
Firstly I would like to personally thank you all who supported me over the years that I have been your Captain. Good luck to the next captain for next season. I would like to thank Mike Walker for doing the team selecting over the past few years.

The full results of our league campaign are on the usual Web page except the last league game, home against Norfolk. Not played due to the Coronavirus shut-down.

We were not going to take part in the 6 counties champs. But this was also called off.

Our biggest success was beating Essex at home 19-17. In going to the last game we ended up on 45 points. In the Team bowl we finished 6th with 40 points.

Potters for 2020 is in the balance. I’m personally not going to take part. Last year we finished in 9th place.

I would like to thank all the squad players, raffle collectors, raffle ticket caller outers, my wife Susan for getting the prizes and people that donated raffle prizes. Also a thank you to Tumbers catering services plus all who helped out on the days that Trevor and Christine couldn’t be there.

Our county social evening on Saturday 19th October 2019 was a great success. We raised £1,310.00 for Macmillan Primrose Unit, Bedford Hospital. This money was handed over and will go towards a Chemotherapy chair. I would like all who came along to this function and all who donated.

A big thanks to Trevor, Chris Tumber and my wife Susan for arranging the event. I have already thanked my band The Way It Is for the entertainment.

Thank you all once again. It was a privilege to be your Captain.

4. Competitions/League Secretary's Report

Received from Keith Cockings:-

Competitions
All comps have been really well supported so thank you, all finals were close games fantastic to see, the results are all up on the web page for all to see, well done to all our champions.

Thank you to Christine and Trevor for their catering services and those who stood in for them, its very much appreciated.

Thanks to all who stay to the end the finals are often very enjoyable and lastly, huge thanks to all who get equipment out and stay to put it away. You are all brilliant, without you these comps would not happen.

I'm holding on to the Fours hopefully for November.

League
The League ended abruptly due to Covid 19 but it was the only decision we could make at the time. All clubs understood why we made the call at the time. Disappointing as it was the table will stand as it is, Thanks to all clubs for promptly getting scorecards in and them being correct and to Paul Daniels for his work on keeping the web page up to date for you all. Hope you are all in for next season at sometime.

Personally I've enjoyed the comps this year so thank you for all the support, I cannot say a big enough thanks to George for his assistance in very many years as county captain and his understanding when I asked to step back from the squad. He has been a fantastic Captain as I know how hard the job is Well Done George. I hope his successor enjoys the challenge.

Lastly, I have to thank Mike whose stewardship as county chairman has been one of the best. He has been my eyes on formats, fair when there is a problem (not that there are many). His tenure has seen many changes, I won't list them all, but fair to say as ECBA, ECCBA and BCCBA Chair I think he has a lot to be proud of. Again, I wish his successor all the best and look forward to working with him.

Finally, thanks to all the BCCBA officers we are a great team and I look forward to starting the season at some point in the future but, at the moment, that is all very much in an uncertain future, things are booked but who knows when or if they will happen. Hope to see you all very soon.

5. Election of Officers.
Sadly, resignations have been received from our Chairman, Mike Walker and our County Captain, George Savage, both of whom have performed their duties to a very high standard, have always 'gone the extra mile' and will be hard acts to follow.

To Mike and George we offer our sincere thanks.

6 .Date and Venue of the Next Meeting

A proposed date for the Annual General Meeting 2021 is, circumstances permitting, Tuesday, 25th May, in Barton Village Hall, commencing at 8.00 pm.

Present:

28 members representing:- Barton, Clophill, Colmworth, Cople, Cotton End, Gravenhurst, Haynes, Lilley, Maulden, Ravensden, Renhold, Slip End, Toddington, and Turvey.

1. Apologies:
Stevington and Wootton.

2. Minutes of previous meeting.
The minutes of the 2012 A.G.M. were read, approved and signed as correct.

2.1 Matters Arising
None.

3. Chairman’s Report.
The Chairman, Mike Walker, thanked all present for attending and commented that it had been another very successful year, certainly financially, as competition and catering revenues and Insurance costs have all contributed. The Chairman reminded the meeting that as we currently do not seem to call many Committee meetings, if any problems or grievences should arise then such meetings can be called – if needed. In the unlikely event of a problem arising it would be best to first discuss the matter with either Keith Cockings or Mike Walker.
The Chairman reported that BCCBA have assisted a new club to start up in Gamlingay by providing a mat along with a set of woods – these from Turvey – at £75 each. At present they are running a Friday afternoon session from 1pm until 4pm. A letter of thanks has been received and if any club has a carpet or woods for sale Gamlingay would like to have first refusal. Contact Mike in the first instance.
ECCBA has had a quiet year, the present committee of Mike Walker, Paul Daniels and Maureen Giddens will all be standing for re-election at the AGM.
Finally, the Chairman proposed that the role of League Secretary should be an Officer position, requiring a small change to the Association's constitution. Seconded by Shirley Knapton this proposal was agreed unanimously.

The Chairman closed by thanking all the committee members for their support.

4. Treasurer’s Report
The Treasurer, Sandra Lee-Dell, presented the annual accounts, reporting that the balance in the Association's account at 30th April 2012 was £3,883.89 (£4,049.62).
The Income and Expenditure account showed an excess of Expenditure over Income of £165.73, (£432.17 profit), resulting from the purchase of new carpets and associated equipment at £1205.
The finances continue to be strong as a result of a generous result from the raffles, the catering profit and the much reduced cost of hire of the hall when compared with the cost of Putteridge.

5.County Captain’s Report.
The County Captain, George Savage, remarked that the annual County Squad meal on Sunday last was, again, a great success and on behalf of the squad thanked once again Sandra, Shirley and their helpers for a splendid meal. The season had seen some 'ups and downs' with Bedfordshire finishing bottom of the Eastern Counties League on 49 points, just 1 point down on last year. So we are still maintaining our fight to improve.
The League results were:-
Cambs 32 Beds 4
Norfolk 24 Beds 12
Beds 16 Herts 20
Beds 8 Suffolk 28
Essex 27 Beds 9

At the Six Counties Team Bowl in September we finished in a creditable 4th place with 58 points. The highlights were a win over Hertfordshire 14-10, a win over Norfolk 15-9 and a 12 all draw with Cambridgeshire. With the remaining two games being close this was a great all round team effort.
At the Six Counties Championships last month we struggled and finished bottom with just 15 points despite making a big effort.
A deposit has been paid for the Nationals at Potters in November when 25 players will be attending. Hopefully we will improve on last year. Final payments from those going will be requested during July/August. The Captain closed by thanking all the squad players and those 'behind the scenes' for their time and effort throughout the year.

6. Election of Officers.
The following persons were re-elected, unopposed, 'en-bloc' :-
Chairman; Mike Walker, Secretary; Trevor Tumber, Treasurer; Sandra Lee-Dell, County Captain; George Savage, League and Competitions Secretary; Keith Cockings.
The Chairman proposed that thanks be recorded to Andrew Hatton for his work over a considerable time with the competitions. This was seconded by Keith Cockings.

7. County League
The Chairman presented the County League shield to the 2012/13 winners - Renhold.
Keith Cockings asked that all clubs should inform him of their intent, or otherwise, to enter the League next season by the end of May.
The Chairman reminded all present that the rules governing the number of players for a League match require 12, or, a minimum of 8. Where less than 12 players are present only those who have played as Lead or Second may play in the third game. Also, it is sensible to advise the host club of the number of players and the total number of people attending.
A short discussion concerning the refreshments offered at League matches ensued. It was generally agreed that if Tea and Biscuits are appropriate then that is perfectly acceptable. The final decision rests with individual clubs.
Andrew Hatton queried whether a move to 7 ends from 9 would ease any potential time problems. After a discussion it was agreed that the League format should remain unchanged.

8. County Equipment and Competitions

8.1 Equipment: David Whitfield proposed that the County should purchase a third new mat. This was seconded by Sandra Lee-Dell and agreed unanimously.
8.2 Competitions: The Treasurer wished to thank Clophill club for making so many entries in the competitions thereby helping towards the profits!
The Captain expressed a wish to see those clubs that do not enter Competitions actually doing so.
The Chairman reported that he and Keith Cockings had discussed the re-introduction of the Ruth Frizzelle Charity Open Competition into the calendar. The format would probably be Fours and first choice would be offered to Bedforshire clubs.

9. ECBA
The Chairman announced that there will some changes within the ECBA this year as Tony Cuthbert will not be standing for re-election as Chair at the forthcoming AGM. As Tony was organiser of the Festival of Bowls it is as yet uncertain how this may be affected. A DVD of Carpet Bowls is being produced by the ECBA and is hoped to be available shortly.

10. AOB
The Captain reported that Get Well cards had been sent to members currently hospitalised.

11. Date of Next Meeting
The next Annual General Meeting will be held on Tuesday xx May 2014 in Barton Village Hall commencing at 8.00 pm.

There being no further business the Chairman closed the meeting at 9.10pm.

The minutes of the 2011 A.G.M. were read, approved and signed as correct.

2.1 Matters Arising:
None.

3. Chairman’s Report:
The Chairman, Mike Walker, thanked all those present for attending and commented that it had been a very successful year. Bedfordshire had made their prescence felt in competitions and the new county kit had been noted and admired by other counties.
Reporting on ECBA matters, and the revision of rules in particular, there are now around 15 amendments to be voted on at the next meeting in June. A revised rule book will eventually be available.
On the move to Barton for competitions, the Chairman thanked all clubs and their members for their support for the competitions and remarked that the only criticism he had received was that the hall was 'too warm!'
The Chairman closed by thanking all the committee members for their support.

The Treasurer, Sandra Lee-Dell, presented the annual accounts, reporting that the balance in the Association's account at 30th April 2011 was £4,049.62 (£3,617.45).
The Income and Expenditure account showed an excess of Income over Expenditure of
£432.17 (£-77.85) profit despite the outlay on the new county kit of almost £1,000.
The major factors in the improvement to the finances being a generous result from the raffles, the catering profit and the much reduced cost of hire of the hall. (Almost half that of Putteridge)

5. County Captain’s Report:
The County Captain, George Savage, commented that he had done most of his thanking at the County Squad dinner when Shirley and Sandra had provided yet another an excellent meal.
To complete the season's reports, the last two matches in the Eastern League were played against Hertfordshire, when we lost 13 - 23 and finally Suffolk, when we lost 6 – 30, despite this having been one of our best performances against a Suffolk side. Six of our matches were lost by just 3 points. Bedfordshire finished the Eastern Counties season at the bottom of the table with 50 points, just 4 points down on last year. This was a target the Captain had set and the squad had helped to achieve it.

The Six Counties Championships in April saw our best performance in this competition when we finished 4th with 22 points. The highlights being a draw with Norfolk, 6 – 6, a clear win against Essex at 9 – 3, and another win against Hertfordshire 7 – 5.

A 28 strong squad will be playing in the Nationals at Potters in October for which a deposit has been paid. We hope to do as well as we did last year.

The Captain closed by thanking all the squad players and those 'behind the scenes' for their time and effort in making it a successful year.

7. County League:
The Chairman presented the County League shield to the 2011/12 winners - Turvey.
Keith Cockings commented that there had been no issues with score cards throughout the season and thanked all concerned for 'getting it right'.
Keith also wished to record his thanks to Paul Daniels for the prompt updating of the results on the county website.
In order that the County League schedule for 2012/13 can be drawn up Keith asked that clubs should inform him, preferably by the end of May, whether they will be entering for the new season. The Secretary agreed to send a notice to this effect.

8. Competitions:
Firstly the Chairman reminded the meeting that rules 1.4 the line 'closing' the delivery box) and 2.3 (practice ends) are excluded in playing our competitions.
Secondly the Chairman asked the meeting for a mandate to 'look at the purchase of a replacement 'fast' mat, given the degradation of the mats whilst stored in the old container.
Following a short discussion David Whitfield proposed that the County should purchase two new mats. This was agreed unanimously.
Andrew Hatton wished to record his thanks to Keith for his support with the competitions and then thanked all clubs and their members and the 'catering squad' for their support.
The Chairman congratulated all competition winners and wished them luck in the Champion of Champions event at Littleport on the 13th May.

10. Date of next Annual General Meeting:
The next Annual General Meeting will be held on Tuesday 7th May 2013 in Barton Village Hall commencing at 8.00 pm.

There being no further business the Chairman closed the meeting at 8.43pm.
